Has to do with defiance of social distancing rules. They just can’t help themselvesIt's also institutionalized, which makes it harder to fix. And most people don't want to upset the systems in place because they benefit from them. A part of the reason is affecting POC more is that the majority of the essential jobs are filled by them, causing more exposure.
